Subsale vs New Launch Near the RTS: Which Is Smarter?

By Darren Updated 8 min read

Choosing between house keys, a concept for comparing property purchase options

Quick answer

Near the Bukit Chagar RTS, a subsale like Twin Tower Residence suits buyers who want rental income or own-stay from day one, a verifiable unit and asking prices of about RM970–1,395 psf (Oct–Nov 2026). A new launch suits long-horizon buyers who prefer staged payments and a developer warranty but can wait years for keys.

Should you buy a subsale vs new launch unit near the RTS in Johor Bahru? It is the question we hear most from buyers looking at Bukit Chagar, where the Johor Bahru–Singapore RTS Link terminus sits. This guide compares the two routes honestly — price per square foot, timing, cash flow, risk and costs — using Twin Tower Residence, a completed freehold serviced residence right beside the station, as our worked example.

Key takeaways

  • New serviced apartment launches around Bukit Chagar have been priced at roughly RM1,000–1,500 psf (JLL, 2025; StarProperty, Jan 2026). Completed Twin Tower units have been asking about RM970–1,395 psf in Oct–Nov 2026 (indicative).
  • A completed subsale unit can be rented out the month you get the keys — in time for RTS passenger service, now targeted for February 2027.
  • A new launch offers a developer warranty (a 24-month defect liability period from vacant possession under HDA-style contracts) and staged payments, but no rental income during construction.
  • With a subsale you see exactly what you buy: the finished unit, the view, the walk to the station and the actual tenant market.
  • Your best choice depends on your goal: immediate income or own-stay favours subsale; a long horizon with smaller upfront cash may favour a new launch.

What is the difference between a subsale and a new launch?

A new launch (also called a developer or primary purchase) is a unit bought directly from the developer, usually before or during construction. You sign the developer’s sale and purchase agreement (SPA), pay in stages as the building rises, and receive the keys at vacant possession several years later.

A subsale (secondary or resale) is a completed unit bought from an existing owner. You sign a subsale SPA, pay a deposit, arrange your loan, and complete the transfer — typically within a few months. Twin Tower Residence, completed in 2023 by Parasky Projects Sdn Bhd (a subsidiary of SKS Group), is a subsale market today: every unit you can buy there is a finished home with a track record.

Why the question matters more near the RTS

Bukit Chagar is a small node. Land beside the station is limited, so developers have launched new towers at higher price points, while a handful of completed projects already sit within walking distance. That creates a real choice between “finished and close” and “new and still to come”. With the RTS Link now expected to start passenger service in February 2027, timing has become part of the value equation.

How do prices compare: subsale vs new launch near Bukit Chagar?

Price per square foot (psf) is the cleanest way to compare. The table below sets public figures side by side. All Twin Tower numbers are portal asking prices seen in Oct–Nov 2026 and are indicative only; new launch figures are from published market commentary.

Option Indicative psf Status Source
Twin Tower Studio (559–599 sq ft) ~RM1,290–1,395 (asking) Completed 2023, freehold Mudah / EdgeProp, Oct–Nov 2026
Twin Tower 2 Bedroom (882 sq ft) ~RM1,130–1,300 (asking) Completed 2023, freehold Mudah / EdgeProp, Oct–Nov 2026
Twin Tower 2+1 Bedroom (1,054 sq ft) ~RM970 (asking) Completed 2023, freehold Mudah / EdgeProp, Oct–Nov 2026
New serviced apartment launches around Bukit Chagar ~RM1,000–1,500 Under construction / upcoming JLL Malaysia (Jul 2025)
Recent JB serviced apartment launches by several developers up to ~RM1,500 Under construction / upcoming StarProperty (Jan 2026)

Two points stand out. First, Twin Tower’s larger layouts (the 2 Bedroom and especially the 2+1) are being offered at or below the lower half of the new launch range, even though they are already built and next to the station. Second, the studio’s psf looks higher, which is normal: smaller units almost always carry a higher psf because fixed costs (kitchen, bathroom, lobby share) are spread over fewer square feet. For a deeper breakdown, see our Twin Tower psf guide.

Tip: Compare like with like. A 600 sq ft studio should be compared with other studios, not with a 1,200 sq ft family unit. Psf only tells a fair story inside the same size band.

What does “ready now” mean for your cash flow?

This is where a completed unit earns its keep. Let us run a simple worked example using indicative asking figures for a Twin Tower 2 Bedroom.

Worked example: a 2 Bedroom bought as a subsale

  • Indicative asking price: RM1,050,000 (within the RM1.00m–1.15m asking range).
  • Indicative asking rent: RM3,200 per month (within the RM3,000–3,500 range on Mudah, Oct 2026).
  • Annual gross rent: RM3,200 × 12 = RM38,400.
  • Gross yield: RM38,400 ÷ RM1,050,000 = about 3.7%.

Now imagine the same buyer chooses a new launch that completes three years later. During construction there is no rent at all. Over three years, the subsale owner in our example could collect up to RM38,400 × 3 = RM115,200 in gross rent (before maintenance fees, quit rent, assessment and any vacancy). That figure is not profit — but it is real cash flow the new launch buyer has to wait for. Our rental yield guide shows how to work out the net figure.

The new launch side of the ledger

To be fair, a new launch has its own cash-flow advantages. You normally pay a deposit first and the loan is released in stages as construction progresses, so interest in the early years is calculated on a smaller drawn amount. If you do not need income now, that slower drawdown can suit you. The question is whether the lower early outgoings outweigh several years of zero rent — and that depends on your numbers, not on a rule of thumb.

What are the risks on each side?

Factor Subsale (e.g. Twin Tower) New launch near RTS
What you see The actual unit, view, finishes and facilities Show unit, brochure and artist’s impressions
Delivery timing Keys at completion of the transfer, usually months Keys at vacant possession, typically years away
Rental evidence Live rental listings for the same building Estimated, as the building is not yet tenanted
Defect cover Buyer inspects before buying; no fresh developer warranty Developer defect liability period (24 months from vacant possession under HDA contracts)
Upfront cash Deposit plus full down payment at completion Deposit first; loan drawn progressively
Supply timing Already part of the market Completes alongside other new supply

One more risk worth naming: market commentators have pointed out that many Johor high-rise projects will complete soon after the RTS opens, and that absorption in 2027–2029 is something to watch (StarProperty, Jan 2026). A completed unit closest to the station is already in place before that wave arrives, with its tenant base established.

Which costs are different for subsale and new launch?

Both routes pay stamp duty on the transfer and the loan, and both need a lawyer. The main differences are the legal fee scale and how financing is valued.

Stamp duty on the transfer (Malaysian buyers)

The instrument of transfer is charged on a tiered scale: 1% on the first RM100,000, 2% on the next RM400,000, 3% on the next RM500,000 and 4% above RM1 million. For a RM1,050,000 unit:

  1. RM100,000 × 1% = RM1,000
  2. RM400,000 × 2% = RM8,000
  3. RM500,000 × 3% = RM15,000
  4. RM50,000 × 4% = RM2,000
  5. Total = RM26,000

Foreign buyers pay a different flat rate on residential transfers — reported as 8% from 1 January 2026 — so check the latest rules with your lawyer. The loan agreement is stamped at 0.5% of the loan amount.

Legal fees

Under the Solicitors’ Remuneration Order 2023, the scale for a subsale SPA is 1.25% on the first RM500,000 and 1% on the next RM7 million, so the scale fee on RM1,000,000 is RM6,250 + RM5,000 = RM11,250. A developer SPA uses a separate scale that works out lower for the same price. Disbursements and loan documentation are charged separately in both cases. See our full buying-costs guide for more worked examples.

Bank valuation

Banks lend on the lower of the purchase price or their valuation. With a subsale, the valuer can point to recent transactions in the same building — a real advantage when your price is in line with the market. Up to 90% margin is common for a first or second housing loan, while Bank Negara caps the third and later housing loans at 70%.

Tip: Before you pay the earnest deposit on a subsale, ask your banker for an indicative valuation. If it comes back below the agreed price, you know exactly how much extra cash you would need.

Which is smarter for your situation?

If you are a Singapore commuter

You want a home that works from the day the RTS opens. A completed unit within walking distance of Bukit Chagar station lets you move in, test the commute and settle your routine — without waiting for another tower to be built. Subsale usually wins.

If you are an income-focused investor

Rental listings for Twin Tower’s 2 Bedroom were the most numerous in our October 2026 check (around 21 of 40 whole-unit listings), which tells you where tenant demand is today. Buying completed lets you price your rent against real competition and start collecting immediately.

If you are a long-horizon buyer with limited cash now

A new launch’s staged payments and fresh warranty may suit you, especially if you are happy to wait several years for the keys and accept that rental performance is still an estimate.

If you are buying for own stay or retirement

Seeing the actual unit — the light, noise, view and walk to the station, malls and hospitals — matters more than a brochure. A completed project gives you that certainty.

Conclusion: subsale or new launch near the RTS?

Neither route is automatically smarter. A new launch offers newness, staged payments and a developer warranty; a subsale offers certainty, immediate rental income and a price you can verify. Near Bukit Chagar, where the RTS Link is expected to open in February 2027, a completed freehold project like Twin Tower Residence lets you own a finished unit beside the station before the opening, at asking psf figures that sit comfortably within the range of new launches nearby. Run your own numbers, compare like with like, and choose the option that fits your timeline.

Frequently asked questions

Is a subsale unit near the RTS cheaper than a new launch?

Often, yes, for comparable layouts. Twin Tower's 2 Bedroom and 2+1 units have been asking roughly RM970–1,300 psf in Oct–Nov 2026, while new serviced apartment launches around Bukit Chagar have been reported at about RM1,000–1,500 psf. Studios carry a higher psf because they are small. Always compare units of a similar size and treat asking prices as indicative.

Can I rent out a subsale unit immediately?

Yes. Once the transfer completes and you receive the keys, you can furnish and list the unit. Twin Tower already has an active rental market, with 2 Bedroom units the most commonly listed in October 2026. Check the building's house rules and your strata obligations before signing a tenancy, and allow a few weeks for furnishing and marketing.

Does a subsale unit come with any warranty?

A subsale does not come with a fresh developer defect liability period, which under HDA-style contracts runs for 24 months from vacant possession. That is why a careful inspection before you commit is important. Bring a checklist, test taps, doors, windows, air-conditioners and electrical points, and ask the owner about any past repairs.

How long does a subsale purchase take in Malaysia?

A straightforward freehold subsale by a Malaysian buyer commonly takes around three to six months from offer to keys, depending on loan approval and title type. Purchases needing state consent, such as by foreigners, usually take longer. Your lawyer will give a timeline based on the SPA terms and the property's title status.

Will the RTS opening affect subsale prices?

Nobody can promise price movements, but completed homes within walking distance of the station are positioned to benefit from easier commuting once passenger service starts, now targeted for February 2027. Buyers already in place can capture rental demand from day one rather than waiting for a new building to complete.
